This address is derived from SRS_CENTRAL_STATE, .sol, and SRS_PROGRAM_ADDRESS. It must be recomputed if either SOL_REGISTRAR_PROGRAM_ADDRESS or SRS_PROGRAM_ADDRESS is updated.
